Dedicated e-mails, official mails, memos and fax will be used for all communications between the National and Zonal Commands, Regional Command, National Strategic Committee, Relevant Agencies of Government, Industry On-Scene Command, International and Local Response Organizations and their respective Support Teams, particularly
in case of emergency. Mobile telephone and two-way radio communications could also be used.
Operational communications between Sections under the Incident Command System (Section Chief, Branch and Unit heads) and other participating organizations in the response operations will be made by using the pre-selected radio frequencies, mobile telephones, dedicated emails and other appropriate means. Communication will be vertical within the section and horizontal only through the Section Chief.
All requests for external assistance and exchange of technical information etc.; and replies to such requests and exchanges will be routed through the Inter-Agency Liaison Officer to the National Commander for approval and acknowledgments as prescribed by the NOSCP.
